Whe are selling absolutely ready wind energy project with all kind of permits, located in BULGARIA (town Shabla), with capacity 2 MW.

Dear Sirs,

My name is Plamen Andonov and I am the owner of V & P Energy Ltd. We are a company from Bulgaria and we are interested in developing of the projects connected with wind turbines.

The manufacture of wind energy still is a new business for Bulgaria. It is developing very quickly .The Government, leads by the last requirements of the EU, connected with the ecology, and accepts a new Energy law. This law creates very good conditions for developing of the wind energy business in Bulgaria. The Government is required to buy all electricity manufactured by wind turbines, but higher price.

We became to occupy the projects related with the wind turbines in 2003. The most appropriate regions for wind turbines in Bulgaria are Shabla and Kavarna. This is the north-eastern part of the country proximity the cost of Black sea. For short description I can say, it is a pointed flat, marine region .The characteristics of the wind are very appropriate for developing of the wind turbines. Kavarna-Shabla region is undisputed center of wind energy in Bulgaria. Here were erected the first wind turbines in Bulgaria. Now there are installed about 80 second hand generators (500-600 KW). In the summer 2008 Mitsubishy Heavy Industries launch in exploitation the first wind farm with 33 new generators each one with capacity per 1 MW. In September 2008 became work the second big wind farm of Global Wind Power – 5 new generators Vestas V90-2.0MW.

When I write this presentation, in the fall 2009, in the region work more than 300MW new capacities and this number quick raises.

Now I would like to make short presentation of the wind project located in Gorichane village 8 km from the sea side, near Shabla.

Our company owns absolutely ready wind project to build one wind turbine Vestas V90 -2.0 MW.

WHAT WE HAVE:

Own land, which has all permissions to erect of one wind turbine with capacity 2 MW. The project is approved by all institutions which control this business:

- We have permission by the Ministry of Environment ;
- We have permission by the Ministry of Health;
- We have permission by Shabla Community;
- Etc

The land has changed status, from agriculture land in land for manufacture of electricity.

The company has measurements of wind potential in the region, for two years, made by professional tower, equipment requirements of Vestas.

The project has Building permission, given by Shabla Community.

For this Building permission we presented of the Shabla Community project ready for construction of wind generator. The project is consistent of all institutions which control this business and it is approved by them.

WHAT APPEAR ON THE COSTRUCTION PROJECT

- Electricity project-it shows the connecting of the wind turbine with the Grid, metering of the energy produced, laying ff the all cables, etc.
- Project of the foundation of generator
- Project of the engineering –geological studies(studies of the land)
- Trace term (it shows the accurate coordinates of the construction sites, foundation of generator and etc.)
- Plotting plan- it shows the way of the underground line which will made connection of the wind turbine with the Grid.
- We have Building permission, given by Shabla Community to start erected to wind turbine.

HOW WE WILL CONNECT TO THE GRID

In the Shabla region, the owner of the 20 kV Grid is E.ON. Every one wind farm which has capacity till 5 MW is connecting to the Grid by E.ON.

V&P Energy LTD has signed final contract with E.ON for connection of the our wind generator .

This contract allows us to connect the wind turbine to the nearest 20 kV line. The destination from the wind turbine to the connection point is smaller than 1200 meters. The way of the cable, which connect the wind turbine to the 20kV line is approved too.

WHAT MORE IS NESSESSARY TO LAUNCH IN EXPLOAION THE WIND TURBINE

If we use wind generator VestasV90-2.0MW, all documents are ready. The construction can start right now.

- Shall be made foundation of the generator.
- Shall be dig a channel for the cable 1200 meter long and deep about 0.80 meter
- Shall be put the cable in the channel
- Shall be mounted transformer
- Shall be mounted the generator
- Shall be connect the generator to the line

If the investor would like to use wind turbine from other firm, shall be made a new foundation project and this change shall be approved by Shabla Community. This is easy and quick.

The value of certain costs, which might be interesting for investor, prices in Bulgaria:

- The costs for 1 meter digging of channel, putting of the cabal in the channel and its burial are about EUR 25. I.e. the connecting costs are about EUR 30 000. (1200 meter x EUR 25)
- The transformer cost about EUR 25 000
